    My daughter is an 18 year old student in her second year at Kuwait University on a KU scholarship through the British Embassy.
    When I tried to apply for a license for her I was told clearly from the MOI that expat students have been banned from getting a license by order of the Minister.
    Your article does not mention this, so has this ban now been lifted?
